Greece uses EL, not GR

If your Greek lookups are failing, this is almost certainly why. VIES identifies Greece by the code EL, not the ISO 3166 code GR. Greek VAT numbers get printed both ways out in the wild, and sending GR to the VIES API returns INVALID_INPUT rather than a validation result. Normalise GR to EL before you call and the problem disappears.
